hello painter here! you are correct! latex can go on oil but oil cannot go on latex. now when you say wallboard... what do you mean? not sheetrock right? i ask because you really shouldn't use oil for the first coat on sheetrock.

Are you sure Kilz is oil based? I thought that it was alcohol based. Either way, you can use latex over it.
Yes, Or you could use the expensive stuff, used specifically for unfinished wall board.
